JOBS AND ECONOMIC DEVELOPMENT FINANCE

MINUTES

Representative McFarlane, Vice Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:32 p.m. on March 10, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Gunther moved HF675 (Graduation and Retention Grant Requirements Modified, Twin Cities Rise Funding Provided) be laid over for possible inclusion in the Jobs and Economic Development Finance Committee Omnibus Bill.

Testifying before committee on behalf of the Twin Cities Rise Program was Former Representative Henry Van Dellen, Kevin Sanders, Graduate of Program, and Tony Blakey Graduate of Program.

Testifying before committee on behalf of the Twin Cities Rise Program was Art Berman, President and CEO.

Chair Gunther moved HF838 (Opportunities Industrialization Centers Money Appropriated) be laid over for possible inclusion in the Jobs and Economic Development Finance Committee Omnibus Bill.

Testifying before committee on behalf of the Opportunities Industrialization Centers was Linda White, Board Chair.

Chair Gunther assumed gavel at 1:03 p.m.

Representative McFarlane moved HF 729 (BioBusiness Alliance Money Appropriated) be laid over for possible inclusion in the Jobs and Economic Development Finance Committee Omnibus bill.

Testifying before committee on behalf of Mn BioBusiness Alliance was Dale Wahlstrom, CEO.

Representative Stensrud assumed gavel at 1:05 p.m.



Representative Stensrud introduced 9th grade students from St. Louis Park High School participating in the Minnesota Historical Society's Capitol Historic Site’s Voice of the People: Your Role in Minnesota Government Tour.

Testifying before committee on behalf of Mn BioBusiness Alliance was Lisa
Jansa, President and CEO of Exsulin, and Dennis McFadden on behalf of Ativa Medical, VP of Corporate Development.

Representative Swedzinski moved HF 670 (Minnesota Inventors Congress Money Appropriated) be laid over for possible inclusion in the Jobs and Economic Development Finance Committee Omnibus bill.

Testifying before committee on behalf of the Minnesota Inventors Congress was Julie Rath, Treasurer and Deb Hess, Executive Director.

Representative Clark moved HF 405, as amended (Youthbuild Work Experience Requirements Modified and Money Appropriated) be laid over for possible inclusion in the Jobs and Economic Development Finance Committee Omnibus bill.

Testifying before committee on behalf of the Youthbuild Program was Feng Cindy Vang, Isaih Clay program graduates, and Christina Sweatt, Director.

Rep. Clark moved to amend HF405 as follows:

Page 1, Line 18; after "projects" strike "or"
And
Page 1, Line 20, before the period insert: "; or (5) pre apprenticeship activities focusing on careers in technology or the medical field"
THE MOTION PREVAILED, AMENDMENT IS ADOPTED.

Testifying before committee on behalf of the Youthbuild Program was Joyce Eissinger, Medical Center Director.

Representative Stensrud moved HF342 before committee to pass and be re-referred to Ways and Means Committee.

Representative Murdock presented HF342 (Relating to Manufactured Homes; Providing for Inspections; modifying alternative design plans and reinstallation requirements).

Representative Stensrud moved amendment H0342A2.

Representative Stensrud incorporated the following changes to H0342A2 amendment as follows:

Page 4, Lines 16 and 17 - delete "permitting authority" and put back in "department".
THE MOTION PREVAILED, ANDMENT IS ADOPTED.

Testifying on behalf of the Minnesota Manufactured Modular Home Association was Mark Brunner, President.

Testifying on behalf of the Minnesota Department of Labor and Industry was John Rajkowski, Director of Legislative Affairs.

Representative Stensrud renewed his motion that HF 342 pass as amended and be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.
