MINUTES

Representative McFarlane, Vice Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:35 p.m. on April 28, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Murdock and Representative Rod Hamilton discussed HF1164.

A quorum was present at 12:37 p.m.

Representative McFarlane moved HF 1164 (JOBZ provisions modified), to pass and be re-referred to the Tax Committee.

Representative McFarlane moved the H1164A1 amendment. THE MOTION PREVAILED, AMENDMENT WAS ADOPTED.

Testifying before committee on behalf of Mn Department Employment and Economic Development was Bob Isaacson, Director of Business Finance Department.

Testifying before committee on behalf of the City of Perham was Kelcey Klemm, City Manager, on behalf of KLN Enterprises, was Wayne Caughey, CFO, and on behalf of Industrial Finishing Services was Steve Campbell, President.

Representative McFarlane renewed her motion that HF1164 pass, as amended, and be re-referred to the Tax Committee. THE MOTION PREVAILED.

Representative Sanders assumed the gavel at 1:20 p.m.

Representative McFarlane moved HF844 (Public Library representative provided for the Governor's Workforce Development Council) to pass and be re-referred to the General Register.

Representative McFarlane discussed HF844.

Representative McFarlane moved amendment H0844A1. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
Testifying on behalf of the St. Paul Public Library was Kit Hadley, Director.

Representative McFarlane renewed her motion that HF844 pass, as amended, and be re-referred to the General Register. THE MOTION PREVAILED.

Representative McFarlane moved HF1448 (Credit or criminal history reliance modified for employment requirements) pass and be re-referred to the Commerce committee.

Representative McFarlane moved the H1448A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative McFarlane discussed HF1448.

Testifying before committee on behalf of Twin Cities Rise was Art Berman, President and CEO, and Eric Branson, on behalf of the Emerge Community Development.

Testifying before committee on behalf of the Collaborative for Recovery, Re-entry and Renewal was George Gipson, Executive Director, on behalf of Justia Legal Services was Mark Haase, Attorney, and on behalf of the City of Watertown, K. J. McDonald, Mayor, on behalf of the Second Chance Coalition was Ron Dicklich.

Testifying before committee on behalf of the Mn Chamber of Commerce was Cecilia Retelle, Kristen Fernholz on behalf of the Mn Retailers Association, and Jean Larson on behalf of the Minnesota Business Partnership.

Representative McFarlane renewed her motion that HF1448 pass, as amended, and be re-referred to the Commerce Committee. THE MOTION PREVAILED.

The meeting adjourned at 2:22 p.m.
