MINUTES
Representative Gunther, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:35 p.m. on March 15, 2012, in Room 10 of the State Office Building.

Representative LeMieur approved the committee minutes of March 8th, 2012. THE MOTION PREVAILED.
Representative Mahoney approved the committee minutes of March 13, 2012. THE MOTION PREVAILED.
HF2698 (Abeler) Visible Child Act created, Interagency Council on Homelessness and the State Interagency Coordinating Council duties modified, and visible child plan developed.
Chair Gunther moved HF2698 before committee to pass and be re-referred to the Health and Human Services Finance Committee.
Testifying on behalf of HF2698 was Alexandra Fitzsimmons, Advocacy Director for the Children's Defense Fund of Minnesota.
Chair Gunther renewed his motion that HF2698 pass and be re-referred to the Health and Human Services Finance Committee. THE MOTION PREVAILED.
SF1551 (DeKruif)/HF2548 (McElfatrick) Construction Code Fund; fee deposit collected into an account, and funds appropriated annually.
Chair Gunther moved SF1551 before committee to pass and be re-referred to the Ways and Means Committee.
Testifying on behalf of SF1551 was Bill Strusinski, Minnesota Electrical Association.
Chair Gunther renewed his motion that SF1551 pass and be re-referred to the Ways & Means Committee. THE MOTION PREVAILED.
HF2177 (Peterson) Minnesota opportunity training grants created, and money appropriated.
Representative Scalze moved HF2177 before committee to be laid over in committee.
Testifying on behalf of HF2177 was Bryan Lindsley, Executive Director for the Governor’s Workforce Development Council, and Karen Hynick from the Minnesota State College and University System (MN Scu).
Representative Scalze moved amendment
H217DE1. THE AMENDMENT WAS ADOPTED.
Representative Scalze renewed her motion that HF2177 as amended, be laid over in committee.
Committee discussion on Jobs Bonding Recommendations.
Chair Gunther moved to approve the final list of recommendations.
Chair Gunther moved to vote (division) on this list.
Those voting in the affirmative were 7 and voting against were 4.
The committee list was approved.
