Representative Shimanski, Vice Chair of the Judiciary Policy and Finance Committee, called the meeting to order at 8:26 A. M. on April 26, 2011, in Room 10 (Ground Floor) of the State Office Building.

Representative Vogel moved approval of the April 14, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.
HF0056 (Dill) Veteran waiver of immunity provided to sue the state of Minnesota as an employer in federal or other courts for violation of the Uniformed Services Employment and Reemployment Rights Act.
Representative Shimanski moved that HF0056 be recommended to pass and re-referred to the Civil Law Committee.
Representative Shimanski renewed the motion that HF0056 be recommended to pass and re-referred to the Civil Law Committee. THE MOTION PREVAILED.
HF1162 (Ward) Nonnative species provisions modified, permits to control or harvest aquatic plants requirements modified, and criminal and civil penalties provided.
Representative Liebling moved that HF1162 be recommended to pass and re-referred to the Civil Law Committee.
Representative Ward presented HF1162.
Representative Smith assumed the gavel at 8:32 A.M.
Jeff Forester, Executive Director, Cabin Owners Association, and Luke Skinner, DNR, testified on HF1162.
Representative Liebling renewed the motion that HF1162 be recommended to pass and re-referred to the Civil Law Committee. THE MOTION PREVAILED.
HF0747 (Mazorol) Attorney fee relation to damages awarded factor provided.
Representative Mazorol moved that HF0747 be recommended to pass and re-referred to the Civil Law Committee.
Representative Mazorol presented HF0747.
Tom Marshall, MDLA, Joel Carlson, Minnesota Association for Justice, Nicholas Slade, Barry & Slade LLC, and Mike Hickey, NFIB, testified on HF0747.
Representative Lesch moved to lay HF0747 on the table. THE MOTION DID NOT PREVAIL.
Representative Mazorol renewed the motion that HF0747 be recommended to pass and re-referred to the Civil Law Committee.
