HOUSE OF REPRESENTATIVES EIGHTY- SEVENTH SESSION

JUDICIARY POLICY AND FINANCE COMMITTEE

MINUTES

Representative Smith, Chair of the Judiciary Policy and Finance Committee, called the meeting to order at 2:21 P. M. on May 6, 2011, in Room 10 (Ground Floor) of the State Office Building.

The Committee Legislative Assistant noted the roll.

Committee members excused:
HILSTROM, Debra
LAINE, Carolyn

A quorum was present.

Representative Shimanski moved approval of the May 5, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.

HF1428 (Westrom) Emily's law established, and age of extended jurisdiction juvenile prosecution for violent offenses lowered.

Representative Smith moved that HF1428 be recommended to pass and placed on the General Register.

Representative Westrom presented HF1428.

Lynn Johnson, victim's mother, and Jeffry Martin, President of the St. Paul NAACP, testified on HF1428.

Representative Melin moved to orally amend HF1428 by deleting Section 6. THE ORAL AMENDMENT WAS NOT ADOPTED.

Representative Smith renewed the motion that HF1428 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Representative Smith adjourned the meeting at 2:49 P.M.
