PUBLIC SAFETY AND CRIME PREVENTION POLICY AND FINANCE COMMITTEE

MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the twenty-seventh meeting to order at 10:20 a.m. on Thursday, March 17, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative McDonald moved that the minutes of March 16, 2011, be approved. THE MOTION PREVAILED.

HF1103 (Mullery) Assault of utility or postal service employee or contractor gross misdemeanor created.

Representative Mullery moved that HF1103 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

The committee heard testimony on HF1103.

Representative Mullery renewed his motion that HF1103 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee. THE MOTION PREVAILED.

Vice Chairman Woodard assumed the gavel at 10:32 a.m.

HF0758 (Cornish) Harassment restraining order provisions modified.

Representative Cornish moved that HF0758 be laid over for possible inclusion in an omnibus finance bill.

Representative Cornish renewed his motion that HF0758 be laid over for possible inclusion in an omnibus finance bill.

HF1072 (Cornish) Minnesota State Retirement System; employment position covered by correctional state employees retirement plan revised, vesting period modified for a retirement annuity for the correctional state employees retirement plan, and service credit transfer permitted to the general state employees retirement plan by certain correctional employees.

Representative Cornish moved that HF1072 be laid over for possible inclusion in an omnibus finance bill.

Representative Cornish moved the H1072-1A amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF1072, as amended.

HF1161 (Cornish) Education and program development requirements amended, and certificates of compliance provisions amended.

Representative Cornish moved that HF1161 be laid over.

Jeff Diebel, House Researcher, relayed clarifications to the committee on HF1161, and Representative Cornish answered questions of the committee.

HF1161 will be laid over.

HF0981 (Cornish) Familial DNA searches authorized.

Representative Cornish moved that HF0981 be laid over.

Representative Cornish introduced HF0981, and Sheriff Rich Stanek of Hennepin County gave testimony on the bill.

Representative Cornish moved the H0981A1 amendment. THE AMENDMENT WAS ADOPTED.

The committee continued to hear testimony on HF1161.
