MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the thirtieth meeting to order at 10:20 a.m. on Tuesday, April 12, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Kelly moved that the minutes of March 23, 2011, be approved. THE MOTION PREVAILED.

HF1162 (Ward) Nonnative species provisions modified, permits to control or harvest aquatic plants requirements modified, and criminal and civil penalties provided.

Representative Kieffer moved that HF1162 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

Representative Kieffer renewed her motion that HF1162 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee. THE MOTION PREVAILED.

HF1285 (Mullery) Controlled substances schedule I list added to.

HF1359 (Barrett) Stimulants and hallucinogens added as Schedule I controlled substances.

Chairman Cornish moved that HF1285 and HF1359 be laid over for possible inclusion in an omnibus policy bill.

The committee heard testimony on HF1285 and HF1359.

HF1285 and HF1359 were laid over for possible inclusion in an omnibus policy bill.

HF0467 (Gruenhagen) Commissioner of corrections directed to implement a gardening program at state correctional facilities.

Representative Gruenhagen moved that HF0467 be recommended to pass and re-referred to the Agriculture Policy and Finance Committee.

Representative Gruenhagen moved to orally amend HF0467: add to the end of the section "EFFECTIVE DATE. January 1, 2012." THE AMENDMENT WAS ADOPTED.

Representative Gruenhagen renewed his motion that HF0467 be recommended to pass and re-referred to the Agriculture Policy and Finance Committee. THE MOTION PREVAILED.

HF0921 (Leidiger) Targeted misdemeanor clarified to include no contact order misdemeanor violations for the purpose of requiring fingerprinting.

Representative Leidiger moved that HF0921 be recommended to pass and re-referred to the General Register.

HF1270 (McDonald) E-charging expanded to include citations, juvenile adjudication, and implied test refusal or failure.

Representative McDonald moved that HF1270 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.
