MINUTES
Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:02 a.m. on March 16, 2011, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

All members were present.
Laurie Hacking, Executive Director of the Teachers Retirement Association (TRA) presented an overview of TRA's general fund appropriations.
Dave Bergstrom, Executive Director of the Minnesota State Retirement System (MSRS) presented an overview of MSRS’ general fund appropriations.
Mary Vanek, Executive Director of the Public Employee Retirement Association (PERA) presented an overview of PERA’s general fund appropriations.
A quorum was present.
Representative Banaian moved that the minutes from the committee meetings on March 14, 2011, and March 15, 2011, be approved. THE MOTION PREVAILED.
Tina Smith, Chief of Staff and Paula Brown, Operations Manager for the Governor’s Office presented a budget overview of the Governor’s Office.
Representative Banaian moved to reconsider HF 2 for possible inclusion in the State Government Finance Committee Omnibus bill. THE MOTION PREVAILED.
Representative Banaian moved the
H0002A5 amendment. THE MOTION PREVAILED.
Representative Kahn moved to delete the term "zero-based" and substitute the term "results-based" wherever the term "zero-based" occurred in HF 2, as amended, and requested a roll-call vote.
The following nine members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.
The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.
THE MOTION DID NOT PREVAIL (9 - 12).
Representative Kahn moved to delete Article 2 from HF 2, as amended. THE MOTION DID NOT PREVAIL.
Chair Lanning laid over HF 2, as amended, for possible inclusion in the State Government Finance Committee Omnibus bill.
The meeting was adjourned at 9:49 a.m.
