MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:04 a.m. on March 17, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Howard Bicker, Executive Director of the Minnesota State Investment Board presented an overview of the Investment Board.

A quorum was present.

Representative Gunther moved that the minutes from the committee meeting on March 16, 2011, be approved. THE MOTION PREVAILED.

Michael Fox, Director of the Minnesota Historical Society presented a budget overview of the Historical Society.

Greg Hubinger, Director of the Legislative Coordinating Commission (LCC) presented a budget overview of the LCC.

Michelle Timmons, Revisor of Statutes presented a budget overview of the Office of the Revisor.

James Nobles, Legislative Auditor and Cecile Ferkel, Deputy Legislative Auditor presented a budget overview of the Office of the Legislative Auditor.

Robbie LaFleur, Director of the Legislative Reference Library presented a budget overview of the Library.

Larry Martin, Director of the Legislative Commission on Pensions and Retirement presented a budget overview of the Commission.

Greg Hubinger, Director of the LCC presented a budget overview of the Mississippi River Parkway Commission.

Barry LaGrave, Director of House Public Information Services presented a budget overview of House Information.

Greg Hubinger, Director of the LCC presented a budget overview of the Healthcare Access Commission.

Chair Lanning recessed the meeting at 9:57 a.m.

Chair Lanning reconvened the meeting at 4:09 p.m.

Chair Lanning moved that HF 864 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Peppin testified on HF 864.

Jim Girard, Cook Girard Associates and Dan Salomone, Acting Commissioner of the Department of Revenue testified on HF 864.

Jim Reinholdz, House Fiscal Analyst/Controller presented an informational overview of the House of Representatives' budget.

Representative Murray Amoved that HF 1063 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Murray moved the H1063A1 amendment to HF 1063. THE MOTION PREVAILED.

Representative Murray testified on HF 1063.

Jeff Spartz, Executive Director of the Association of Minnesota Counties and Rebecca Otto, Minnesota State Auditor testified on HF 1063.

Chair Lanning laid over HF 1063, as amended, for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Downey moved that HF 681 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Downey moved the H0681A1 amendment to HF 681. THE MOTION PREVAILED.

Representative Downey testified on HF 681.

Steve Rothchild, President of Invest in Outcomes; Marcia Fink, Director of the Basic Needs Impact Area of the Greater Twin Cities United Way; Sean Kershaw, Executive Director of the Citizens League; Peter Nelson, Policy Fellow at the Center for the American Experiment; and Mike Weber, President and CEO of Volunteers of America of Minnesota testified on HF 681.

Chair Lanning laid over HF 681, as amended, for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Stensrud moved that HF 1031 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Stensrud testified on HF 1031.

Chair Lanning laid over HF 1031 for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Stensrud moved that HF 1090 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Stensrud testified on HF 1090.
