MINUTES
Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:19 a.m. on April 14, 2011, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Murray moved that the minutes from the committee meeting on April 13, 2011, be approved. THE MOTION PREVAILED.
Representative Benson moved that HF 210 be recommended to pass and re-referred to the Committee on Transportation Policy and Finance.
Representative Benson moved the
H0210DE6 amendment to HF 210. THE MOTION PREVAILED.
Representative Benson moved the
H0210A32 amendment to HF 210, as amended. THE MOTION PREVAILED.
Representative Simon moved the
H0210A31 amendment to HF 210, as amended.
The following seven members voted in favor of the motion: GAUTHIER, GREENE, KAHN, LILLIE, MUPRHY, SIMON, and WINKLER.
The following ten members voted against the motion: BANAIAN, BENSON, DOWNEY, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.
THE MOTION DID NOT PREVAIL (7-10).
Representative Kahn moved that the H0210DE6 amendment to HF 210, as amended, be amended as follows: Page 22, after line 33 insert, "© It is intended that the secretary of state reimburse costs incurred by counties, cities, and townships to implement the requirements of this act. The secretary of state shall conduct a cost survey to determine the appropriate reimbursement for each unit of government." and requested a roll-call vote.
The following nine members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.
The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.
THE MOTION DID NOT PREVAIL (9-12).
Representative Kahn moved that HF 210, as amended, be laid over for further consideration upon receipt of an updated local impact note. THE MOTION DID NOT PREVAIL.
Representative Downey requested a roll-call vote on HF 210, as amended.
Representative Benson moved that HF 210, as amended, be passed and re-referred to the Committee on Transportation Policy and Finance.
The following twelve members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.
The following nine members voted against the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.
