MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:20 a.m. on April 27, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Benson moved that the minutes from the committee meeting on April 14, 2011, be approved. THE MOTION PREVAILED.

Mark Shepard provided a brief of prior committee actions on HF 2, HF 384, HF 1024, HF 1063, and HF 886.

Representative Banaian moved that HF 2, as amended, be recommended to pass and re-referred to the Committee on Ways & Means.

Representative Banaian moved the HF0002A6 amendment to HF 2, as amended. THE MOTION PREVAILED.

Representative Banaian moved that HF 2, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Representative Stensrud moved that HF 1024, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Representative Murray moved that HF 1063, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Representative Banaian moved the HF1063A2 amendment to HF 1063, as amended. THE MOTION PREVAILED.

Representative Murray moved that HF 1063, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Representative Anderson moved that HF 384 be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Chair Lanning moved that HF 1036 be recommended to pass and re-referred to the Committee on Transportation Policy and Finance.

Representative Sanders testified on HF 1036.

Chair Lanning renewed his motion that HF 1036 be recommended to pass and re-referred to the Committee on Transportation Policy and Finance. THE MOTION PREVAILED.

Chair Lanning moved that HF 886 be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Lanning moved the HF0886A1 amendment to HF 886. THE MOTION PREVAILED.

Chair Lanning moved that HF 886, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Kahn moved HF 1309.

Representative Kahn testified on HF 1309.

Representative Kahn moved that HF 1309 be recommended to pass and re-referred to the Committee on Ways and Means, and requested a roll-call vote.

The following nine members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.

The following eleven members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (9-11).

The meeting was adjourned at 9:19 a.m.

  • HF1036 (Sanders) - State passenger vehicle fleet management and consolidation provided.
  • HF2 (Banaian) - Performance data added to budget proposal, zero-based budgeting required, and sunset advisory commission and sunset process established for state agencies.
  • HF384 (Dettmer) - Campus veterans representative program sunset repealed.
  • HF1024 (Stensrud) - Deputy commissioner numbers reduced and assistant commissioner position eliminated in the unclassified service.
  • HF1063 (Murray) - Counties permitted to perform private audit meeting standards of state auditor.
  • HF886 (Lanning) - Compulsive gambling money appropriated.
  • HF1309 (Kahn) - State government finance; amount billed by the commissioner of management and budget for statewide services changed, general fund budget reserve maximum amount set, additional forecast balance allocated, credited bond proceeds specified, Environmental Quality Board technical changes made, Enterprise Real Property Technology System funds availability extended, and money appropriated.

Note: Some of the bills being heard today were previously heard in committee and laid over for possible inclusion in omnibus state government finance bill. The following bills will be motioned to Ways and Means Committee during this hearing: HF2, HF384, HF 886, HF1063, and HF1024.
