Representative Morrie Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:19 a.m. on February 9, 2012, in Room 200 of the State Office Building.

The committee heard testimony on the Minnesota Public Facilities Authority 2012 Capital Budget Requests.

HF1830 (Murray) Albert Lea; wastewater infrastructure fund grant terms modified.
Representative Murray moved that HF1830 be recommended to pass and re-referred to the Capital Investment Committee.

Representative Murray renewed his motion that HF1830 be recommended to pass and re-referred to the Capital Investment Committee. THE MOTION PREVAILED.
HF560 (Downey) Government agency energy forward pricing mechanisms provisions modified.
Representative Downey moved that HF560 be recommended to pass and re-referred to the Environment, Energy, and Natural Resources Policy and Finance Committee.

Representative Downey moved to orally amend HF560: after "internal or external audit reviews" on line 2.12, insert "in a manner prescribed by the State Auditor". THE ORAL AMENDMENT WAS ADOPTED.
Representative Downey renewed his motion that HF560 be recommended to pass, as amended, and re-referred to the Environment, Energy, and Natural Resources Policy and Finance Committee. THE MOTION PREVAILED.
HF1850 (Downey) State employee gainsharing program maximum award increased.
Representative Downey moved that HF1850 be recommended to pass and sent to the General Register.
