MINUTES
Representative Runbeck, Chair of the Property and Local Tax Division Committee, called the meeting to order at 8:19 A.M. on February 16th, 2011, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative McDonald moved to approve the minutes of February 9th, 2011 as corrected.
THE MOTION PASSED. THE MINUTES ARE ADOPTED.
Joel Michael, House Research presented an overview on Tax Increment Financing.
HF12 (LeMieur) Green acres and rural preserve program changes made.
Representative LeMieur presented HF12.
Representative LeMieur moved the
H0012A19 amendment.
THE MOTION PREVAILED. THE BILL IS AMENDED.
Testifiers:
Thom Peterson, Minnesota Farmer's Union, testified in favor of HF12.
Chris Radatz, Minnesota Farm Bureau, testified in favor of HF12.
Chairman of the Agriculture Policy and Finance Committee, Representative Rod Hamilton, testified in favor of HF12.
Representative Loeffler moved the
H0012A14 amendment.
Representative LeMieur requested a roll call vote.
AYES: MARQUART, BENSON, DITTRICH, KOENEN, LENCZEWSKI, LOEFFLER, MAHONEY.
NAYS: RUNBECK, CRAWFORD,BARRETT, DAUDT, DETTMER, LEMIEUR, MCDONALD, PETERSEN, WARDLOW.
There being nine seven ayes and nine nays, THE MOTION WAS DEFEATED, THE AMENDMENT IS NOT ADOPTED.
The meeting was recessed at 10:04 A.M.
The Committee did not return from recess and stood adjourned at 12:00 midnight in accordance with House Rules
