MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Monday, May 2, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Champion moved that the minutes from the committee meeting on April 29, 2011, be approved. THE MOTION PREVAILED.

HF1283 (Hackbarth) Recreational vehicle operating provisions modified, dual registration of off-highway motorcycles provided, and special vehicle use on roadways modified.

Representative Buesgens moved that HF1283 be recommended to pass and re-referred to the General Register.

Representative Buesgens moved the A11-0399 amendment.

Representative Hackbarth presented the A11-0399 amendment.

Representative Buesgens moved to incorporate the A11-0399 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hackbarth presented HF1283, as amended
Testifying: Jonathan Bohn, All Terrain Vehicle Association of Minnesota, Amateur Riders Motorcycle Association,
Pat McCormack, Director, Driver and Vehicle Services, and
Bob Meier, Minnesota Department of Natural Resources.

Representative Buesgens moved an oral amendment to HF1283 as follows:
Page 10, line 6, delete "four-wheel,"
Page 4, delete section 8.

Representative Buesgens moved to incorporate the oral amendment to HF1283. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Buesgens amended his motion that HF1283 be recommended to pass and re-referred to the General Resister and moved that HF1283 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

SF67 (Nornes) Waterfront structure transportation on trunk highways authorized with annual special permits.

Representative Vogel moved that SF67 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Nornes presented SF67.

Representative Vogel renewed his motion that SF67 be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

SF478 (Shimanski) Disability motorcycle plate provided.

Representative Shimanski moved that SF478 be recommended to pass and re-referred to the General Register.

Tom McLaughlin, Disabled Veteran, and
Mark "Mack" Backland, American Bikers for Awareness, Training, and Education Minnesota.

Representative Shimanski renewed his motion that SF478 be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

HF1036 (Sanders) State passenger vehicle fleet management and consolidation provided.

Representative Sanders moved that HF1036 be recommended to pass and re-referred to the Committee on Higher Education Policy and Finance.

Representative Sanders presented HF1036.

Representative Sanders the HRD1 oral amendment to HF1036 as follows:
Page 1, line 17, delete "by 15 percent" and insert "over fiscal years 2012 through 2015. The Commissioner shall determine the optimal reduction, following a state goal of 15 percent."

Representative Sanders moved to incorporate the HRD1 oral amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sanders presented HF1036, as amended
Testifying: Steven Lund, Minnesota Department of Transportation, and
Tim Morse, Minnesota Department of Administration.

Representative Sanders renewed his motion that HF1036 be recommended to pass, as amended, and re-referred to the Committee on Higher Education Policy and Finance. THE MOTION PREVAILED.

HF232 (Kriesel) Gold star license plates eligibility expanded to surviving legal guardians and siblings.

Representative Morrow moved that HF232 be recommended to pass and re-referred to the General Register.

Representative Kriesel presented HF232.

Representative Morrow renewed his motion that HF232 be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

HF977 (Cornish) State Patrol prohibited from closing or consolidating dispatch centers.

Representative Shimanski moved HF977.

Representative Cornish presented HF977
Testifying: John Ward, State Representative,
Tim Twomey, Remote Communications Outlet, Virginia, MN,
Mary Ellison, Deputy Commissioner, Minnesota Department of Public Safety, and
Jim Franklin, Executive Director, Minnesota Sheriffs Association.

HF977 was laid over for possible inclusion in the Omnibus Transportation Policy Bill.

The meeting was adjourned at 2:20 P.M.
