Representative Lesch, Chair of Committee on Civil Law, called the meeting to order at 8:20 AM March 6, 2013 in Room 10 of the State Office Building.

Chair Lesch moved March 5, 2013 minutes. The motion prevailed. The minutes were approved.

Chair Lesch moved adoption of Data Practices Subcommittee bills. The motion prevailed.

HF 501 (Hilstrom) Medical examiners and coroners permitted to use license and identification card photographs.

Representative Simon moved to adopt subcommittee report on HF501. The motion prevailed. The report was adopted.

Representative Hilstrom presented her bill.

Chair Lesch moved HF501 be recommended to pass and be sent to the General Register. The motion prevailed.

HF 604 (Myhra) Personnel data disclosure provisions modified.

Representative Simon moved adoption of subcommittee report on HF604. The motion prevailed. The report was adopted.

Chair Lesch moved HF 604 be recommended to pass and be re-referred to the Committee on Education Policy. The motion prevailed.

HF 621 (Winkler) Private data specified on individuals with disabilities as private data.

Representative Simon moved adoption of the subcommittee report on HF 621. The motion prevailed. The report is adopted.

HF 798 (Erhardt) Minnesota road use test participation data classified, and construction manager and general contractor data classified.

HF 828 (Lesch) Secure communications network access authorized, minimum standards provided, and network use clarified.

HF 804 (Scott) Department of Corrections allowed to access data to track employment of offenders sentenced to probation for the purpose of case planning.

HF 782 (Norton) Newborn Hearing Screening Advisory Committee expiration extended, and early hearing detection and intervention program data classified.

HF 838 (Schoen) Court services, detention, and correction data access provided for domestic fatality review teams.

Representative Schoen presented HF 838.

Representative Scott moved an oral amendment to be incorporated into HF 838 as follow:
Page 1, line 1.17, delete "court services data under section 13.84"
The motion did not prevail. The oral amendment was not adopted.

HF 704 (Hilstrom) Family Reunification Act of 2013 created.
