Representative Lesch, Chair of Committee on Civil Law, called the meeting to order at 8:23 AM, Wednesday, February 26, 2014 in the Room 200 of the State Office Building.

Chairman Lesch moved to approve minutes from January 28, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
HF2017 (Johnson, B.) A bill for an act relating to privacy; establishing standards for use of data collected by an event data recorder; providing penalties; proposing coding for new law in Minnesota Statutes, chapter 325E.
Representative Johnson moved HF2017 be recommended and referred to the Committee on Public Safety Policy and Finance.
Representative Johnson moved to amend HF2017 (See attached
H2017A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Johnson presented HF 2017.
Representative Johnson renewed his motion to recommend and refer HF2017, as amended, to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.
SF17 (Dehn) A resolution memorializing Congress; requesting that Congress propose a constitutional amendment and, if Congress does not propose an amendment, applying to Congress to call a constitutional convention to propose an amendment clarifying that the rights protected under the Constitution are the rights of natural persons and not the rights of artificial entities and that spending money to influence elections is not speech under the First Amendment.
