Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:35PM Wednesday, February 27, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Mullery moved that HF393 be recommended to pass and re-referred to the committee on Education Finance.
Representative Morgan presented HF393 (Morgan), Compensatory revenue authorized to be spent on early education efforts, including parental outreach.
Representative Kresha moved to amend HF393 (See attached
H0393A2 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mullery moved to amend HF393, as follows:
Page 2, line 21, delete "2013" and insert "2014."
Page 3, line 14, delete "2013" and insert "2014."

Representative Mullery renewed his motion to recommend HF393, as amended, be passed and re-referred to the committee on Education Finance. THE MOTION PREVAILED.
Representative Radinovich moved that HF 296 be recommended to pass and re-referred to the committee on Health and Human Services Finance.
Representative Liebling presented HF296 (Liebling), Drug formulary exception provided, case management services extended for young adults with severe emotional disturbance, and money appropriated for various mental health services and training.
Representative Kresha moved to amend HF296 (See attached amendment
H0296A2). The amendment was adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Radinovich renewed his motion to recommend HF296, as amended, be passed and re-referred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.
Representative Moran moved that HF739 be recommended to pass and rereferred to the committee on Health and Human Services Policy.
Representative Moran presented HF739 (Moran), Children and family service provisions modified; data practice provisions changed; and contractual agreement provisions changed with tribes, child care programs, community action agencies, the Minnesota family investment program, general assistance, group residential housing, and maltreatment reporting.
Representative Moran moved to amend HF739 (See attached amendment
H0739A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Moran moved to amend H0739A1, as follows:
page 7, line 1, delete "TRIBAL" and insert "TRIAL."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
