MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order on Wednesday, March 5, 2014 at 4:13 PM in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Laine moved approval of the minutes from March 4, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Mullery moved that HF 2176 (Yarusso) be re-referred to the committee on Health and Human Services Policy.

Representative Yarusso presented HF 2176 (Yarusso), Montessori early childhood programs provided.

Liza Davis, Director of Special Programs, Montessori Center of Minnesota, former Head, Cornerstone Montessori School and Montessori Elementary School, St. Paul, MN

Representative Mullery renewed his motion that HF 2176 (Yarusso) be re-referred to the committee on Health and Human Services Policy. THE MOTION PREVAILED.

Vice Chair Laine assumed the gavel at 4:36 PM.

Representative Mullery moved that HF 2095 be re-referred to the committee on Health and Human Services Finance.

Representative Mullery presented on HF 2095 (Mullery) Mental health screening and assessment procedures for children modified and reports required.

Representative Mullery moved to amend HF 2095 (See attached H2095A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mullery moved to amend HF 2095, as amended (See attached H2095A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Myrha moved to amend HF 2095 (See attached H2095A3), and requested a roll call on the proposed amendment.

The roll call results are as follows:

Nays:
Brynaert
Laine
Melin
Moran
Mullery
Radinovich

Absent:
Winkler

There were 5 Ayes; 6 Nays and 1 Absent. THE AMENDMENT WAS NOT ADOPTED.

Representative Mullery renewed his motion that HF 2095, as amended, be re-referred to the committee on Health and Human Services Policy. THE MOTION PREVAILED.

Representative Mullery moved that HF 2224 be re-referred to the committee on Health and Human Services Finance.

Representative Mullery presented HF 2224, High-risk children and youth projects established to provide early intervention collaborative services, and money appropriated.

Representative Mullery renewed his motion that HF 2224 be re-referred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.

The meeting was adjourned at 5:00 PM.
