MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, February 13, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Myhra moved the minutes of February 13, 2013 be adopted.
THE MOTION PREVAILED.

HF31 (Newton) A bill for an act relating to education finance; increasing the state reimbursement for reduced-price school lunch meals; appropriating money; amending Minnesota Statutes 2012, section 124D.111, subdivision 1.

Public testimony on HF31 was provided by the following individuals:

Jessica Webster - Minnesota Legal Aid Attorney spoke in support of the bill; Allison Bradford - Child Nutrition Programs Director, Anoka-Hennepin Schools spoke in support of the bill; Dr. Diana Cutts, M.D., Pediatrician at Hennepin County Medical Center and Principal Investigator at Children's Health Watch spoke in support of the bill; Rabbi Marcia Zimmerman, Senior Rabbinic Chair, Temple Israel of Minneapolis spoke in support of the bill; Judith Tennebaum - MAZON: A Jewish Response to Hunger spoke in support of the bill.
House Researcher Tim Strom explained to committee members a document related to state payments for school nutrition programs for Fiscal Year 2012.

Representative McDonald moved the H0031A2 amendment.

Members discussed the amendment.

THE MOTION WAS WITHDRAWN.

CHAIR MARQUART LAID OVER HF31 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

HF364 (Bly) A bill for an act relating to education finance; increasing funding for extended time and area learning center programs; amending Minnesota Statutes 2012, sections 126C.05, subdivision 8; 126C.10, subdivision 2a.

Public testimony on HF364 was provided by the following individual:

Wayne Jennings - Executive Director of the International Association for Learning Alternatives spoke in support of the bill.

CHAIR MARQUART LAID OVER HF364 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

The Minnesota Department of Education's Deputy Commissioner, Jessie Montano presented an overview of the agency.

The meeting was adjourned at 9:45 AM.
