Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, February 27, 2013 in the Basement Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Gruenhagen moved HF248 (Runbeck) Equalization aid levels increased for the operating referendum and debt service equalization aid programs.
Public testimony on HF248 was provided by Jeff Solomon, Director of Finance and Operations from Rosemount-Apple Valley-Eagan Schools, Superintendent Paul Durand from the Rockford Area School District, and Brad Lundell, Schools for Equity in Education.
Members' questions and comments were addressed throughout the bill presentation.
House Researcher Tim Strom explained to committee members the document related to equalization aid program changes.
CHAIR MARQUART LAID OVER HF248 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.
Representative Newton moved HF579 (Hortman) Property tax relief provided, and equalization levies increased and indexed.
Public testimony on HF579 was provided by Greg Crowe of Ehlers Incorporated, Dennis Carlson, Anoka-Hennepin Schools Superintendent, School Board Member Marilynn Forsberg of Spring Lake Park School District, School Board Member Bill LeLand of Albert Lea Schools.
Members' questions and comments were addressed throughout the bill presentation.
Representative Newton moved the
H0579A1 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.
CHAIR MARQUART LAID OVER HF579 AS AMENDED FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.
Representative Radinovich moved HF416 (Radinovich) General education basic formula allowance annual minimum increase created.
Public testimony on HF416 was provided by Dennis Carlson, Anoka-Hennepin Schools Superintendent, Dan Pyan of the Minnesota Association of School Business Officials and Kami Aho, parent of a Robbinsdale School District student. Each spoke in support of the bill.
