Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, March 21, 2013 in Room 10 of the State Office Building.

Public testimony was provided by Walter Roberts Jr. - Co-chair of Governor's Task Force on the Prevention of School Bullying; Anne Hooper of the Hazelden Foundation; and Curt Carpenter, Principal at Clear Springs Elementary School - Minnetonka Public Schools. Each spoke in support of the bill. Peter Noll of Minnesota Catholic Conference spoke against the bill. Valerie Dosland, Minnesota Association of School Administrators; Roger Aronson, Elementary and Secondary School Principals; Kirk Schneidawind, Minnesota School Board Association; Jill E. Coyle, School District Attorney for Rosemount-Apple Valley-Eagan Public Schools; Jim Field, President of the Minnesota Independent School Forum; and Rick Heller, unofficial representative of the twice exceptional print-disabled also testified.
Members' questions and comments were addressed throughout the bill presentation. Kevin McHenry of the Minnesota Department of Education responded to Representative Woodard's question at 9:40 AM. Jody Buhr of Education Minnesota responded to Representative Woodard's question at 9:45 AM.
Representative Marquart called a recess at 9:51 AM.
Representative Marquart recalled the meeting to order at 4:08 P.M. in Room 200 of the State Office Building.
