MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 13, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Newton moved HF2209 (Newton) School readiness program funding increased.

Public testimony on HF2209 was provided by Steve Kerr, Director of Community Education, Anoka-Hennepin School District; Dave Webb, Superintendent, South St. Paul Public Schools.

House Researcher Tim Strom explained a printout related to school readiness aid.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2209.

Representative Brynaert moved the minutes of March 12th, 2014 be approved.
THE MOTION PREVAILED.


Chair Marquart moved HF2264 (Halverson) Early childhood family education programs revenue increased.

Representative Morgan moved the author’s A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2264 was provided by Joyce Beaird, Early Learning Program Coordinator, District 197, West St. Paul-Mendota Heights-Eagan Public Schools; Betty Uehling, Director of Early Childhood and Family Education Programs, New Ulm Public Schools.

House Researcher Tim Strom explained a printout related to early childhood family education revenue.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2264 as amended.

Representative Morgan moved HF2734 (Lenczewski) The Works Museum grant authorized, and money appropriated.

Public testimony on HF2734 was provided by Brenda Raney, Senior Director of Development, The Works Museum; Jill Measells, CEO of the Works Museum.

House Fiscal Analyst Melissa Johnson explained a printout related to Minnesota Department of Education funding for certain museums across the state.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2734.

Representative Anzelc moved HF2629 (Metsa) Cooperatively authorized secondary programs encouraged, cooperation aid expanded, excise tax imposed on royalties, income and corporate franchise tax credit allowed, taconite production tax rate increased, distribution of production taxes modified, school bond payment security provided, Douglas J. Johnson economic protection trust fund uses authorized, trust account established to finance school facilities on the Iron Range, bonds issued, and money appropriated.

Representative Anzelc moved the author’s A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2629 was provided by Betsy Olivanti, school board members from Mt. Iron Buhl; Mark Forte, school board member from Eveleth-Gilbert; Tim Riordan, school board member from Virginia; Peter Coyle, Iron Mining Association.

Members' questions and comments were addressed throughout the bill presentation.

Representative Anzelc renewed his motion that, as amended, HF2629 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 9:49AM.
