MINUTES

Representative Mariani, Chair of Committee on Education Policy, called the meeting to order at 6:53 PM, March 5, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Yarusso moved that the minutes of July 9, 2013 be approved. THE MOTION PREVAILED

Rep. Leidiger moved that the minutes of February 18, 2014 be approved. THE MOTION PREVAILED

Rep. Sawatsky moved that the minutes of February 20, 2014 be approved. THE MOTION PREVAILED

Rep. Brynaert moved that the minutes of February 27, 2014 be approved. THE MOTION PREVAILED

Rep. Nornes moved that the minutes of March 3th, 2014 be approved. THE MOTION PREVAILED

Rep. Davnie moved that H.F. 2476 be re-referred to the Committee on Education Finance

Rep. Davnie presented H.F. 2476 (Davnie) Restrictive procedures standards clarified for schools, and money appropriated

The following people offered testimony on H.F. 2476:

Rep. Davnie renews his motion that H.F. 2476 be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

The following presenters provided an overview of the recommendations of the Special Education Caseloads Task Force:

Todd Travis, Task Force Co-Chair
Rose Hermodson, Asst. Comm., Minnesota Department of Education

Rep. Sawatzky moved that H.F. 2693 be re-referred to the Committee on Government Operations

Rep. Sawatzky presented H.F. 2693 (Sawatzky) Special Education Case Load and Rule Alignment Task Force (2014) recommendations implemented, and commissioner of education authorized to use expedited rulemaking to implement the rule recommendations of the task force

Rep. Sawatzky renewed her motion that H.F. 2693 be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

Rep. Sawatzky moved that H.F. 2568 be re-referred to the Committee on Civil Law

Rep. Sawatzky presented H.F. 2568 (Sawatzky) Special education; paperwork burdens rediced by creating a unified online system for collecting and reporting required special education due process data and thereby increasing opportunities for special education educators to focus on teaching students.

Rep. Sawatzky presented H.F. 2568 (Sawatzky) Recovery program additional funding sources created for students, and money appropriated.

Rep. Sawatzky moved to amend H.F. 2568 (see attached amendment H2568A1) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Rep. Sawatzky renewed her motion that H.F. 2568 be re-referred to the Committee on Civil Law, as amended. THE MOTION PREVAILED.
