MINUTES
Representative Simon, Chair of Committee on Elections, called the meeting to order at 12:30pm on January 31, 2013 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Rep. Halverson moved approval of the minutes from the meeting on Tuesday, January 29, 2013. The motion prevailed.
HF141 (Ward) Soil and water conservation; district timeline modified in which a copy of the resolution establishing supervision districts is filed
Re-considered and re-referred to Environment and Natural Resources Policy.
Chair Simon renewed the motion that HF141 be recommended to pass and referred to the Environment and Natural Resources Committee. The motion prevailed.
HF136 (Hansen) Campaign finance and public disclosure law public official definition expanded to include judges and county commissioners
Chair Simon moved that HF136 be recommended to pass and be referred to the Judiciary Committee.
Chair Simon moved to amend HF136 (see attached
H0136A4 amendment). The motion prevailed.
Rep. Urdahl moved to amend HF136, as amended (see attached
H0136A2 amendment). The motion prevailed.
Chair Simon renewed the motion that HF136, as amended, be recommended to pass and be referred to Judiciary Committee. The motion prevailed.
Rep. Halverson assumed chair at 1:10pm.
HF193 (Simon) Absentee ballot voting eligibility requirements modified, absentee ballot application or obtainment procedures modified, and county auditors required to explain ballot changes to voters with ongoing or permanent absentee ballot status.
Rep. Simon moved that HF193 be recommended to pass and be placed on the general register.

Rep. Simon moved to amend HF193 (see attached amendment A5) The motion prevailed.
Rep. Simon moved to amend HF193, as amended, as follows:
page 2, line 32, delete "6" and reinstate the stricken "5."
The motion prevailed

The meeting was adjourned at 1:51pm.
