ENERGY POLICY COMMITTEE
MINUTES

Representative Melissa Hortman, Chair of the Energy Policy Committee, called the thirty-second meeting to order at 12:39 P.M. on, March 25, 2014, in room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Sarah Anderson presented HF2704 before the Committee.

HF2704 (Anderson S) Transmission line siting regulated.

Testimony was given by:
Paul Ablack, Plymouth, MN

Handouts were given to Committee members.
“Summary of Issues - SF2296 and HF2704”

Representative Hortman recommended that HF2704 be laid over for possible inclusion in the omnibus energy bill.


Representative Morgan moved HF2844 before the Committee.

HF2844 (Morgan) Interconnection of distributed renewable electric generation information and report required.

Handouts were given to Committee members.
“Creating Market Transparency” by Fresh Energy

Testimony was given by:

Ben Gerber, MN Chamber of Commerce

Representative Morgan moved adoption of amendment H2844A1.
The amendment was adopted.

Representative Morgan renewed his motion that HF2844 be re-referred as amended to the Commerce and Consumer Protection Policy and Finance Committee.
The motion prevailed.

Representative Morgan Vice-Chair assumed the Chair at 12:52 P.M.

Representative Morgan moved HF3110 before the Committee.

HF3110 (Hortman) Utilities residential customer protections pertaining to medically necessary equipment modified.

Testimony was given by:
Ron Elwood, Legal Services Advocacy Project

Representative Hortman moved adoption of amendment H3110A1.
The amendment was adopted.

Representative Morgan renewed his motion that HF3110 be re-referred as amended to the General Register.
The motion prevailed.


Representative Hortman resumed the Chair at 12:55 P.M.


Representative Morgan moved approval of the March 24, 2014 minutes.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.



Representative Metsa presented HF3205 before the Committee.

HF3205 (Metsa) Microenergy loan program modified to include community energy projects.
