ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the thirteenth meeting to order at 4:10 p.m., on March 13, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson, J. moved the minutes of March 12, 2013 be approved.

MOTION PREVAILED

Chair moved HF 1222 - relating to game and fish; repealing antler point restriction rule criteria - be laid over for further consideration.

Representative Hansen presented HF 1222.

Representative Isaacson moved HF 1091 – relating to natural resources; modifying aquatic invasive species provisions; modifying invasive species penalties and enforcement – be laid over for further consideration.

Representative Isaacson moved amendment H1091A1 to HF 1091

Representative Isaacson presented HF 1091.

Ann Pierce, Department of Natural Resources, and Rod Smith, Department of Natural Resources commented on the bill.

Chair moved HF 1185 – relating to game and fish; establishing an elk license auction to control elk causing damage or nuisance – be recommended to pass and be re-referred to the Environment, Natural Resources and Agriculture Finance Committee.
MOTION PREVAILED

Chair moved to amend HF 1185 as follows:

Page 1, line 10 delete "a sealed bid" insert "an auction"

Page 1, line 19 delete "conducted through a sealed bid process"

Paul Telander, Department of Natural Resources, commented on the bill.

Chair renewed the motion that HF 1185, as amended, be recommended to pass and be re-referred to the Environment, Natural Resources and Agriculture Finance Committee.

Division was requested, being 8 ayes, 7 nays MOTION PREVAILED

Representative Hansen moved that HF 906 – relating to natural resources; requiring the development of silica sand and other nonmetallic minerals mining model standards and criteria; establishing a silica sand technical assistance team – be recommended to pass and be re-referred to the Government Operations Committee.

Representative Hansen moved amendment H0906DE3 to HF 906.

Representative McNamara withdrew the amendment.

Representative Hansen moved that HF 906, as amended, be recommended to pass and be re-referred to Government Operations Committee.

Representative McNamara requested a roll call, being 9 ayes, 6 nays.
