ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative Peter Fischer, Vice Chair of the Environment and Natural Resources Policy Committee, called the twenty first meeting to order at 4:05 p.m., on March 5, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Persell moved to approve the minutes of February 25, 2014 and March 4, 2014.
MOTION PREVAILED

Representative Fischer moved HF 2421 before the committee.

Representative Melin presented HF 2421 - relating to game and fish; modifying firearm seizure penalty for baiting deer.

Rodman Smith, Assistant Director, Department of Natural Resources Enforcement, presented information on the legislation and answered questions.

Cory Bennett, Minnesota Deer Hunters Association, stated that the association has no official stand on the bill.

Representative Dill resumed chair of the meeting.

Chair laid the bill over.

Chair recommended that HF 2542 – relating to environment; prohibiting and regulating certain lead and mercury products – be re-referred to the Commerce and Consumer Protection Committee.

Chair moved amendment H2542A1 to HF 2542 be adopted.

Chair moved amendment A14-0819 to HF 2542 be adopted.

John Gilkeson, Minnesota Pollution Control Agency, presented information and answered questions relative to HF 2541.

Representative Wagenius took the chair at 5:15 p.m.

Representative McNamara moved to lay the bill over and requested a roll call.

Voting Aye: Fabian, Green, Hackbarth, McNamara, and Uglem.
Absent: Cornish, Hansen, Persell, Dill
Being 7 Nays and 5 Ayes MOTION FAILED

Representative Wagenius moved that HF 2542, as amended, be re-referred to Commerce and Consumer Protection Finance and Policy.

MOTION PREVAILED

Representative Wagenius moved HF 2543 – relating to environment, classifying certain data; modifying and creating certain permitting efficiencies - before the committee.

Representative Wagenius moved amendment H2543A4 to HF 2543.

MOTION PREVAILED

Kirk Koudelka, Assistant Commissioner, Minnesota Pollution Control Agency, presented information on the bill.

Tony Kwilas, Environment Policy, Minnesota Chamber of Commerce, commented on the bill.

Representative Fabian moved amendment a href="/comm/minls88/H2543A2.htm">H2543A2 to HF 2543. Amendment was withdrawn.

Representative Wagenius moved that HF 2543, as amended, be re-referred to the Jobs and Economic Development Finance and Policy.
