MINUTES
Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the twenty fourth meeting to order at 4:00 p.m., on March18, 2014, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Wagenius moved approval of the March 12, 2014, minutes.

Chair moved HF 2238 - authorizing public sale of certain tax-forfeited land that borders public water – be laid over for possible inclusion in the Lands bill.
Chair moved HF 2317 – permitting city of Brainerd to purchase Brainerd Dam – be laid over for possible inclusion in the Lands bill.
Chair moved HF 2873 – authorizing conveyance and private sale of certain tax-forfeited land in Hennepin County – be laid over for possible inclusion in the Lands bill.
Chair moved HF 2239 – authorizing conveyance of tax-forfeited land bordering public waters in Dakota County – be laid over for possible inclusion in the Lands bill.
Chair moved HF 2959 – authorizing sales of certain tax-forfeited lands – be laid over for possible inclusion in the Lands bill.
Chair moved HF 2747 – authorizing sale of certain tax-forfeited lands bordering public waters in Chisago County.
Chair moved HF 2530 – authorizing conveyance of certain tax-forfeited land that borders public water – be laid over for possible inclusion in the Lands bill.

Chair moved HF 3009 – authorizing conveyance of certain tax-forfeited land that borders public water – be laid over for possible inclusion in the Lands bill.

Representative Persell moved HF 2867 – authorizing sales of certain tax-forfeited lands – be laid over for possible inclusion in the Lands bill.
Representative Persell moved H28671 to amend HF 2867.

Chair moved HF 3060 – authorizing conveyance of certain surplus state land – and recommended it be re-referred to Capital Investment Committee.

Chair moved HF 2301 – relating to state lands; modifying disposition of certain land and revenue; modifying requirement for commissioner’s approval of certain land sales; adding to and deleting from state forests and recreation areas; authorizing public and private sales and exchanges of certain state lands; merging certain state parks – and recommended it be re-referred to Environment, Natural Resources and Agriculture Finance Committee.

Paul Telander, Department of Natural Resources, Wildlife Division, commented on the bill and indicated that the department was posed to make an offer on the property being discussed.

Representative Hansen moved HF 2628 before the committee and recommended it be re-referred to Transportation Policy Committee.

Representative Hansen moved HF 23ll – prohibiting county commissioners from serving as drainage inspectors – before the committee and recommended it be re-referred to the General Register.
Analee Garletz, Association of Minnesota Counties, commented on HF 2311.
Representative Hansen renewed his motion that HF 2311 be re-referred to the Transportation Policy Committee.
