Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:19 a.m., Thursday, March 14th, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF207 (Lillie) - Outdoor heritage fund money appropriated.
Chair Wagenius moved that HF207 be recommended to pass and re-referred to the Legacy Committee.
Chair Wagenius moved to amend HF207 (see attached amendment
H0207A1) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Lillie explained his bill (HF207) and answered questions from members of the Committee.
Bill Becker, Executive Director - Lessard-Sams Outdoor Heritage Council (LSOHC), introduced himself for the record, testified on HF207, and answered questions from members of the Committee.
Vice-Chair Falk assumed the gavel at 8:29 a.m.
Chair Wagenius resumed the gavel at 8:32 a.m.
Rep. Freiberg moved to amend HF207 as amended (see attached amendment H0207A2)
Steve Sullivan, Parks Director - Dakota County testified in support of the
H0207A2 amendment.
Jeff Perry, Park Operations Manager - Anoka County, testified in support of the H0207A2 amendment.
Rick Petrekovc - Resident of Prior Lake, MN testified in support of the H0207A2 amendment.
Jim Cox, Citizen Member - Lessard-Sams Outdoor Heritage Council (LSOHC), introduced himself for the record, testified against the H0207A2 amendment and answered questions for members of the Committee.
Jane Kingston, Citizen Member - Lessard-Sams Outdoor Heritage Council (LSOHC), introduced herself for the record and testified against the H0207A2.
Rep.Wills testified in support of the H0207A2 amendment.

Rep Hansen moved to amend HF207 as amended (see attached
H0207A6 amendment) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep Freiberg renewed the motion that HF207, as amended be recommended to pass and re-referred to the Legacy Committee.

There being 12 Ayes and 7 Nays THE MOTION PREVAILED.
HF207 was passed as amended and re-referred to the Legacy Committee
HF1472 (McNamara) - Watercraft surcharges increased, and St. Anthony Falls locks and dams restrictions required, and money appropriated.
Rep. McNamara moved HF1472 be recommended to pass and laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance omnibus bill.
