MINUTES
Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:01am on February 19, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Vice Chair Freiberg assumed the gavel at 10:02am.
Representative Nelson moved to reconsider the motion that HF152 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Representative Nelson withdrew the motion that HF152 be recommended to pass and placed on the General Register.
Representative Nelson moved that HF152 be recommended to pass and re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.
Chair Nelson assumed the gavel at 10:05am.
Representative Hanson moved approval of the minutes from February 13, 2013. THE MOTION PREVAILED.
Chair Nelson moved that HF414 be recommended to pass and placed on the General Register.
HF414 (Hornstein) April designated as Genocide Awareness and Prevention Month
Testimony on HF414:
Ellen Kennedy, Executive Director of World without Genocide, William Mitchell College of Law
Fred Amram, University of Minnesota
Chair Nelson laid HF414 on the table for future consideration.
HF507 (Simonson) Tax Expenditure Advisory commission created, and review and sunset of tax expenditures provided for.
Chair Nelson moved that HF507 be recommended to pass and re-referred to the Committee on Taxes.
Representative Winkler moved to amend HF507 (See attached
H0507A1 amendment).
Representative Winkler offered an oral amendment to be incorporated into the H0507A1 amendment as follows.
Page 1, delete lines 1.21 to 1.25
Representative Simonson incorporated the friendly amendment.
Representative Winkler renewed the motion to amend HF507 (See attached H0507A1 amendment, as amended) THE MOTION PREVAILED.
Representative Drazkowski moved to amend HF507 as follows:
Page 5, delete lines 5.17 to 5.21.
Page 5, line 5.22, delete "11", insert 10"
THE MOTION PREVAILED.
Representative Pugh moved to amend HF507 as follows:
Page 12, line 4.12, delete "the beneficiaries", insert "affected taxpayers"
