The nineteenth meeting of the Health Care and Human Services Finance Committee began at 10:08 a.m. in Room 200 of the State Office Building on Tuesday, February 26, 2013.
HF 455 (Schoen) - Chemical health navigation program created
Representative Schoen briefly explained the bill and testimony followed:

Kelly Harder, Dakota County Human Services and also on behalf of MICA
At 10:18 a.m. a quorum was present and Chair Huntley called the meeting officially to order.

Representative Dean moved HF 455 before the committee for consideration. Chair Huntley moved adoption of the
A13-0097 amendment which Representative Schoen then explained. The motion prevailed and the A13-0097 was adopted. Representative Schoen also moved an oral amendment to the bill as follows:
Page 3, line 3.29, before the period insert "until these services are included in the health plans'
benefit set"
The motion prevailed and the oral amendment was adopted. Chair Huntley laid the bill over, as amended, for possible inclusion in the Health and Human Services omnibus bill.

Chair Huntley laid the bill over for possible inclusion in the Health and Human Services omnibus bill.
HF 204 (Schoen - Level I trauma centers exempted from a payment rate reduction)
Chair Huntley moved HF 204 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill.

Chair Huntley laid the bill over for possible inclusion in the Health and Human Services omnibus bill.
Representative Loeffler moved approval of the February 19, 2013 minutes. The motion prevailed.
At 9:52 a.m. Representative Fritz took the gavel and Chair Huntley moved HF 380 (Schoen - Minnesota Ambulance Association appropriation specified as a onetime appropriation) be recommended to pass and sent to the General Register.
Following brief discussion, Representative Huntley renewed his motion that HF 380 be recommended to pass and sent to the General Register. The motion prevailed.
Chair Fritz introduced 9th through 12th graders from Arcadia Charter School of Northfield who were participating in the Minnesota Historical Society Capitol Historic Site's "Voice of the People: Your Role in Minnesota Government" tour and education program. Committee members welcomed them with applause.
The meeting adjourned at 10:54 a.m.
