Chair Thomas Huntley called to order the twentieth meeting of the Health Care and Human Services Finance Committee at 10:09 a.m. in Room 200 of the State Office Building on Wednesday, February 27, 2013. A quorum was present and the committee legislative assistant noted the roll:

Representative Dean moved approval of the February 21 and 26, 2013 minutes. The motion prevailed.
HF 357 (Mullery) - Children's mental health; psychosis early identification, intensive treatment, and support funds appropriated
Chair Huntley moved HF 357 be recommended to pass and Representative Mullery explained his amendment to the bill while copies were being run.
The Chair moved adoption of the
H0357A1 amendment. Following discussion, the motion prevailed and the amendment was adopted.

Discussion occurred after which the Chair welcomed 9th and 10th graders from Great River School who were participating in the Minnesota Historical Society Capitol Historic Site's "Voice of the People: Your Role in Minnesota Government" tour and educational program.

Discussion continued on the bill, as amended, and the Chair laid the bill over for possible inclusion in the Health and Human Services omnibus bill.
HF 663 (Laine) - Newborn screening fee increased, funding provided for support services for families who have a child who is deaf or has a hearing loss, hospital payment rate adjusted, and money appropriated.
Representative Laine moved HF 663 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. Rep. Laine moved adoption of and explained her
H0663A1 amendment. The motion prevailed and she continued an overview of her bill, as amended.

Discussion followed and Chair Huntley laid the bill over, as amended, for possible inclusion in the Health and Human Services omnibus bill.
HF 689 (Liebling) - Fetal alcohol syndrome reduction programs money appropriated
Representative Liebling moved HF 689 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill and further moved adoption of the
A13-0098 amendment. Following discussion, the motion prevailed and the A13-0098 amendment was adopted.

Following discussion, Chair Huntley laid the bill over, as amended, for possible inclusion in the Health and Human Services omnibus bill.
The Chair made announcements regarding tomorrow's shortened schedule due to the budget forecast; therefore, the committee will only be hearing Representative Norton's autism bill. He adjourned the meeting at 11:34 a.m.
