Vice Chair Kim Norton called to order the thirty-first meeting of the Health Care and Human Services Finance Committee at 10:12 a.m. in Room 200 of the State Office Building on Thursday, April 4, 2013. A quorum was present. The committee legislative assistant noted the roll:

Continuation of HF 1233 (Huntley) - Omnibus Health and Human Services Finance Bill as amended by the A130268 delete all amendment.

Representative Huntley made opening comments about the bill and testimony followed:

Anne Barry, Deputy Commissioner, Department of Human Services, gave an overview of State Operated Services of the unofficial engrossed version of HF 1233, as amended.

Dave Hartford, Assistant Commissioner, Chemical and Mental Health Services, Department of Human Services, gave an overview of Article 4, Strengthening Chemical and Mental Health Services

Discussion occurred throughout.

HF 256 (Fritz) - Minnesota Family Investment Program family cap repealed

Representative Fritz gave a brief overview of her bill. Testifying in support of the bill were:

Representative Fritz made closing comments in support of her bill and Chair Norton laid the bill over for possible inclusion in the Health and Human Services omnibus bill.

The Chair recessed the committee at 11:29 a.m. until 6:00 p.m. in the Basement Hearing Room.

Chair Huntley took the gavel and called the meeting back to order at 6:12 p.m. in the Basement Hearing Room.

HF 1064 (Norton) - Somali women reproductive disparity reduction grants provided, and money appropriated.

Representative Norton moved HF 1064, the first engrossment, be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. She gave a brief overview and introduced her testifier, Fartun Weli, Executive Director, of Isuroon. Following her testimony, Representative Abeler moved adoption of the H1064A1 amendment. Discussion followed and Rep. Abeler withdrew his amendment.

Dave Greeman, Minnesota Department of Health, also testified.

Chair Huntley laid HF 1064 over for possible inclusion in the Health and Human Services omnibus bill.

Vice Chair Norton took the gavel at 6:43 p.m.

HF 1233 (Huntley) - Continuation of HF 1233 (Huntley) - Omnibus Health and Human Services Finance Bill as amended by the A13-0268 delete all amendment.

Walk through of the Minnesota Department of Health budget proposal by Dave Greeman. Darcy Miner, Director of Compliance Monitoring Division, and Susan Winkelmann, Assistant Director, Compliance Monitoring Division, Department of Health spoke to the A13-0362 amendment.

Representative Huntley moved to amend HF 1233, as amended by the A13-0268 delete all amendment by adoption of the A13-0362 amendment. Discussion followed and Matthew Collie, Legislative Policy Director, Minnesota Department of Health, briefly testified.

Following discussion, the motion prevailed. The A13-0362 amendment was adopted and Vice Chair Norton laid HF 1233 over, as amended and adjourned the meeting at 7:49 p.m.
