EIGHTY-EIGHTH SESSION THIRTY-SECOND MEETING
HOUSE HEALTH CARE AND HUMAN SERVICES FINANCE COMMITTEE

The thirty-second meeting of the Health Care and Human Services Finance Committee began at 10:14 a.m. in the Basement Hearing Room of the State Office Building on Friday, April 5, 2013. A quorum was not present so Chair Huntley invited testifiers to begin speaking on behalf of their bills.
HF 1002 (Schoen) - Criminal background check process established for individuals licensed by the health-related licensing boards and commissioner of health, and money appropriated.
Representative Schoen gave a brief overview of his bill. Shirley Brekken of the Minnesota Board of Nursing was present and available for questions.
HF 1462 (Fritz) - Children's hospital payment rates modified.
Chair Huntley asked Margaret Perryman, Chief Executive Officer, to be seated at the testimony table and congratulated her on her 25 years of outstanding service to Gillette Children's Hospital. Ms. Perryman will be retiring at the end of the year.
Representative Fritz gave a brief overview of her bill, noting an upcoming amendment will designate pediatric outpatient only. James Haddigan also testified to the bill.
At 10:34 a.m. a quorum was present and the Chair formally called the meeting to order. The committee legislative assistant noted the roll:

Representative Fritz moved HF 1462 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill, and further moved adoption of and explained the
A13-0389 amendment. The motion prevailed. The A13-0389 amendment was adopted. Following discussion, Chair Huntley laid the bill over, as amended.

Representative Norton moved approval of the April 3, 2013 minutes. The motion prevailed.
HF 1233 (Huntley) - Omnibus Health and Human Services Finance Bill (Continued)
Vice Chair Norton took the gavel and the Department of Human Services presented their overviews of HF 1233, as amended:
