Chair Thomas Huntley called to order the forty-fifth meeting of the Health Care and Human Services Finance Committee at 10:09 a.m. in Room 200 of the State Office Building on Wednesday, March 19, 2014. A quorum was present. The committee legislative assistant noted the roll:

Representative Loeffler moved approval of the March 18, 2014 minutes. The motion prevailed.
H.F. 2224 (Mullery) - High-risk children and youth projects established to provide early intervention collaborative services, and money appropriated.
Chair Huntley moved the bill before the committee for consideration and Representative Mullery gave an overview of his bill. Testifying in support of the bill were:

Following discussion, Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.
H.F. 2320 (Laine) - Civil Commitment Act training program established for clarification and interpretation as it pertains to persons with mental illness, and money appropriated.
Representative Laine moved H.F. 2320 be laid over for possible inclusion in the Health and Human Services Finance omnibus bill. Testifying were:

H.F. 2258 (Loeffler) - Detoxification services medical assistance benefit established.
Representative Loeffler moved the bill before the committee for consideration and gave an overview of her bill. Testifying in support was:

Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.
H.F. 3030 (Loeffler) - Immigrant and refugee mental health conference planning and conduction money appropriated to the commissioner of health.
Representative Loeffler moved the bill before the committee for consideration. Testifying was:

Following discussion, Representative Loeffler incorporated the following oral amendment:
Line 1.11, delete “concerns” and insert “needs”
Following discussion, Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill, as amended.
H.F. 2248 (Allen) - Safe harbor director duties expanded, and money appropriated for service grants and safe housing.
Representative Allen moved H.F. 2248 be laid over for possible inclusion in the Health and Human Services Finance omnibus bill and further moved the following oral amendment:
Line 2.12, after the period insert “The commissioner shall use no more than 6.67% of these funds
for administration of these grants.”
The motion prevailed. The oral amendment was adopted. Testifying were:
