Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:19 PM February 13, 2013 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present
Presentation on issues surrounding infant health and safety.
Presenters:

Jerry Kerber, Department of Human Services
At 2:24 PM a quorum was present
Representative Ward moved to approve the February 12, 2013 meeting minutes. Motion prevailed. The minutes were approved.
Jerry Kerber continued presentation on issues surrounding infant health and safety. Chair Liebling allowed time for member questions and answers from Jerry Kerber.
Representative Fritz moved that HF220 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee.
The following individuals testified:
Lynn Barten, Alexandria family childcare provider testified in support of HF220.
Michelle Wilson, Director of Especially for Children representing the MN Child Care Association testified in support of HF220.
Chair Liebling allowed time for public testifiers.
Representative Fritz renewed the motion that HF220 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee. Motion prevailed.
Representative Fritz moved that HF483 be recommended to pass and re-referred to the Civil Law Committee. Representative Fritz and Representative Zerwas provided background information relevant to HF483.
The following individuals testified:
Dr. Theodore R. Thompson, MD, Professor of Pediatrics testified in support HF483.
Joanne Bartkus, MN Department of Health, provided background information in regards to parental consent of screening.
Jolene M. Tesch, Lasting Imprint and the American Heart Association testified in support of HF483.
Twila Brase, President of Citizens' Council for Health Freedom testified in support of HF483, but addressed concerns.
Chair Liebling allowed time for public testifiers.
The following individuals testified:
Mary Pylipow, MD, testified in support of HF483.
Chair Liebling allowed time for member questions and answers from Representative Zerwas and Representative Fritz. Representative Fritz renewed the motion that HF483 be recommended to pass and re-referred to the Civil Law Committee. Motion prevailed.
3:44 Chair Liebling stepped down and Vice Chair Moran assumed the role of Chair for the duration of the committee.
Representative Liebling moved that HF328 be recommended to pass and re-referred to the Government Operations Committee.
The following individuals testified:
Phil Griffin, Lobbyist, March of Dimes, testified in support of HF328.
Martha Overby, State Director March of Dimes, testified in support of HF328.
Chair Moran allowed time for questions and answers.
Representative Liebling moved an oral amendment that lines 2.21 and 2.22 (section 7) be reinstated. Motion prevailed. Amendment adopted.
Representative Liebling moved that HF328 be recommended to pass as amended and re-referred to the Government Operations Committee. Motion prevailed.
The meeting was adjourned at 3:56 PM.
