MINUTES

Representative Mahoney, Chair of Committee on Jobs and Economic Development Finance and Policy, called the meeting to order at 11: 32 AM, Tuesday, March 12, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Rep. Gunther moved the March 5 and March 7, 2013 minutes. Motion prevailed.

Chair Mahoney passed the gavel to Vice Chair Persell.

Chair Mahoney moved HF729 (Mahoney) Governor's budget for jobs and economic development proposed; fees increased; construction inspections streamlined; Minnesota job creation fund created; Minnesota Trade Offices expanded; STEP grants created; unemployment insurance tax reduced; transportation economic development assistance program created; Minnesota Science and Technology Authority repealed; reports required; and money appropriated to various departments, agencies, and boards, to be held over and considered on the Jobs Omnibus bill.

Chair Mahoney moved the HO729A1 amendment. Motion prevailed.

Testifiers: Commissioner Katie Clark Sieben, Department of Employment and Economic Development (DEED) Commissioner; Kevin McKinnon, Executive Director of Business and Community Development, DEED; Commissioner Josh Tilsen, Bureau of Mediation Services; Commissioner Ken Peterson, Department of Labor and Industry (DOLI) Commissioner Ken Peterson; and Patricia Milun , Chief Judge of Minnesota Worker’s Compensation Court of Appeals.

Rep. Mahoney moved for an oral amendment: On page 25, line 13, delete "exempt from the" and insert "subject to expedited" and delete "provisions" and insert "under." Motion prevailed and the amendment was adopted.

Testifiers on behalf of MOHR:
Tim Dickie, Vice President of Operation Services, Midwest Special Services; Stephen Mike, Owner of Wabasha Deli; and Jamal Thomas, employee via MOHR programs.

Rep. Mahoney moved HF 729 to be held over for the possible inclusion on the Jobs Omnibus bill. Motion prevailed.

Rep. Isaacson moved to lay over HF578 (Isaacson) Construction code and license and combative sport housekeeping changes made, for possible inclusion on the Jobs Omnibus bill.
Amendment: MM-A01

Testifiers: John Rajkowski, Department of Labor and Industry; and Jessica Looman, Asst. Commissioner, Department of Labor and Industry

Rep. Isaacson renewed his motion to lay over HF578 for possible inclusion on the Jobs Omnibus bill.

Chair Mahoney adjourned the meeting at 2:00 PM.
