MINUTES

Representative Mahoney, Chair of Committee on Jobs and Economic Development Finance and Policy, called the meeting to order at 12:30 PM, Thursday, March 14, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Rep. Savick moved HF1305 (Savick) Board of Cosmetology licensing requirements changed, civil penalties and fees imposed, and money appropriated, to be laid over for possible inclusion on the Jobs Omnibus bill.

Rep. Savick moved amendment H1305A1 to be adopted. Motion prevailed.

Testifier: Gina Stauss, Minnesota Board of Cosmetology Examiners

Chair Mahoney laid over HF1305 for possible inclusion on the Jobs Omnibus bill.

Rep. Metsa moved HF504 (Metsa) Reinsurance association prefunded limit eliminated to be passed and moved to the General Register.

Testifier: Bruce "Buzz" Cummins, President of Workers Compensation Reinsurance Association; Chris De La Forest, Workers Compensation Reinsurance Association

Rep. Metsa renewed his motion to move HF504 to be passed and referred to the General Register. Motion prevailed.

Chair Mahoney handed the gavel to Vice Chair Persell.

Rep. Mahoney moved HF991 (Mahoney) Minnesota investment fund expanded to include development authorities, to be laid over for possible inclusion on the Jobs Omnibus bill.

Rep. Mahoney renewed the motion to lay over HF991 as amended to be considered on the Jobs Omnibus bill.



Rep. Mahoney moved HF1131 (Mahoney) University Enterprise Laboratories building expansion funding provided, bonds issued, and money appropriated, to be re-referred to Capital Investment.

Rep. Mahoney renewed the motion to move HF1131 to be re-referred to Capital Investment. Motion prevailed.

Rep. Mahoney moved HF1199 (Mahoney) Small business investment credit modified to be passed and re-referred to Taxes.

Rep. Mahoney renewed the motion to move HF1199 to be re-referred to Taxes. Motion prevailed.

At 1:30 p.m. Chair Persell recessed the committee.

The committee reconvened at 5:53 p.m.

Rep. Norton moved HF1053 (Norton) Minnesota High Tech Associaton's SciTechsperience program grant money appropriated; and science, technology, engineering, and math (STEM) internships provided for, to be laid over for possible inclusion on the Jobs Omnibus bill.

Chair Persell renewed the motion to lay over HF1053 for possible inclusion on the Jobs Omnibus bill.

Chair Persell moved HF626 (Lesch) Minnesota Film and TV Board funding provided, and money appropriated to be laid over for possible inclusion on the Jobs Omnibus bill.

Chair Persell renewed the motion to move HF626 to be laid over for possible inclusion on the Jobs Omnibus bill.

Mahoney moved HF1046 (Mahoney) Department of Employment and Economic Development labor market information publication required, Minnesota State Colleges and Universities required to use and disseminate labor market information, and workforce centers utilized in assisting individuals seeking credentials for high-demand jobs, to be laid over for possible inclusion on the Jobs Omnibus bill.

Rep. Mahoney renewed the motion to move HF1046 to be laid over for possible inclusion on the Jobs Omnibus bill.

Chair Mahoney moved to lay over HF678 (Hilstrom) Event ticket practices regulated, and minimum standards for consumer protection established.

Chair Mahoney moved the
HF678DE1 Amendment. The motion prevailed.

Chair Mahoney renewed his motion to lay over HF678 for possible inclusion in the Omnibus bill.

Rep. Ward moved HF110 (Ward, J.) Brainerd; city civic center accessibility improvements grant funding provided, bonds issued, and money appropriated to be passed to Capital Investment. Motion prevailed.

Rep. Persell assumed the Chair.

Rep. Mahoney moved HF1137 (Mahoney) Unemployment insurance federal conformity, policy, and housekeeping changes made, to be laid over on the Jobs Omnibus bill.

Rep. Mahoney moved the H1137DE1 Amendment. Motion prevailed.
Rep. Mahoney moved the A2 amendment. Motion prevailed.
