MINUTES

Chair Mahoney called the meeting to order at 12:33 PM, Thursday, April 4, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Rep. Gunther moved to approve the March 12, 2013 meeting minutes. Motion prevailed.

Rep. Ward moved to approve the March 14, 2013 meeting minutes. Motion prevailed.

Rep. Newton moved to approve the March 21, 2013 meeting minutes. Motion prevailed.

Rep. Uglem moved to approve the April 2, 2013 meeting minutes. Motion prevailed.

Rep. Mahoney moved HF729, DE2 Amendment, to be passed and approved. Motion prevailed.

Testifiers: Joel Luedtke, Senior Program Officer, The Jay & Rose Phillips Family Foundation of Minnesota (To testify on lines 5.17 to 5.24); Brian Paulson, Director, Innovation Strategies, United Way of Greater TC; Catherine Eichers Penkert, Youth Development and Evaluation Specialist, City of St. Paul -Teen Teamworks Program; Deb Bar-Helgen, City of Minneapolis; Hashim Yonis, youth participant from Step Up program; Charlie Vande Aarde, Metro Cities.

Chair Mahoney moved the HO729A2 Amendment. House Research Staff Anita Neumann spoke to the amendment. Motion prevailed.

Rep. Gunther moved the HO729A3 Amendment. Richard Schwartz of MN Inventors Congress testified to the amendment. Rep. Mullery and Rep. Norton commented on the amendment. Motion did not prevail.

Rep. Ward moved the HO729A6 Amendment. Rep. Mullery and Rep. Albright commented on the amendment. Motion prevailed.

Rep. Mullery moved the HO729A7 Amendment. Motion prevailed.

Chair Mahoney moved the HO729A9 Amendment. Rep. Clark commented to this amendment. Rep. Norton commented to this amendment, and moved an oral amendment, to strike the line 1.15 from the amendment. Motion prevailed to strike line 1.15 of the HO729A9 amendment. Rep. Keiffer and Rep. Albright commented on the amendment.

Chair Mahoney renewed the motion to adopt the HO729A9 Amendment, as orally amended, onto the Omnibus bill. Motion prevailed.

Rep. Mullery moved the HO729A10 Amendment. Rep. Newton commented on the amendment. Motion did not prevail.

Rep. Newton moved the HO729A11 Amendment.
Testifiers: Mary Hartnett, Director for Deaf, Blind, Hard of Hearing Services; Blaine Lashbrook; Greta Palmberg, VECTOR Program. Rep. Uglem, Rep. Gunther, Rep. Norton, Rep. Isaacson, Rep. Clark, Rep. Mullery, and Rep. Ward commented on this amendment.

Chair Mahoney renewed the motion to adopt the HO729A11 Amendment. Motion did not prevail.

Chair Mahoney informs members that the HO729A12 amendment has been replaced by the HO729A20 amendment, and that the HO729A15 amendment is unclaimed.

Rep. Mullery had the HO729A16, HO729A17, and HO729A18 amendments and said that they were going to be passed.

Chair Mahoney moved the HO729A19 Amendment. House Research Staff Anita Neumann commented on this amendment. Motion prevailed.

Rep. Newton moved the HO729A20 Amendment. Rep. Uglem commented on the amendment. Motion prevailed.

Chair Mahoney moved the HO729A21 Amendment. Motion prevailed.

Chair Mahoney informs members that the HO729A22 has been replaced with the HO729A29 amendment.

Chair Mahoney moved the HO729A23 Amendment. Rep. Mullery commented on the amendment. Motion prevailed.

Chair Mahoney notes that Rep. Metsa is absent to present his HO729A24 amendment.

Chair Mahoney moved the HO729A25 Amendment. Motion prevailed.

Chair Mahoney moved the HO729A28 Amendment. Rep. Mullery commented on the amendment. Motion prevailed.

Chair Mahoney moved the HO729A29 Amendment. Rep. Gunther commented on the amendment. House Research Staff Anita Neumann commented on the amendment. Rep. Clark commented on the amendment. Testifier: Kevin McKinnon, Executive Director of Economic Development at DEED.

Chair Mahoney renewed the motion to adopt HO729A29. Motion prevailed.

Rep. Savick presented the Revisor’s A13-0395 amendment. No vote taken as this amendment was out of order.

Rep. Isaacson moved the Revisor’s A13-0397 amendment. Chair Mahoney commented on the amendment. Motion did not prevail.

Chair Mahoney thanks the committee staff for their work this session, and other closing comments.

Chair Mahoney moved to pass HF729 as amended and re-referred to the committee on Ways and Means, passing the directive to staff to make any technical changes as needed. Motion prevailed.
