MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:15 PM on February 6, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Kelly Lynn Mitchell, Executive Director, Center for Elder Justice and Policy, Sentencing Guidelines Commission, and Commissioner Tom Roy, Department of Corrections, provided an overview of the Sentencing Guidelines Commission budget.

A quorum was present at 2:20PM.

HF 90 (Hilstrom) Financial exploitation of vulnerable adult offenses allowed to be aggregated over a six month period, and venue options expanded.

Representative Hilstrom moved HF 90 be recommended to pass and be sent to the General Register.

Mary M. Lynch, Assistant County Attorney, Hennepin County Attorney's Office, and Iris Freeman, Associate Director, Center for Elder Justice and Policy, William Mitchell College of Law testified in support of HF 90.

John Walz, House Fiscal Analyst, provided information on the fiscal note for HF 90.

Representative Hilstrom renewed her motion that HF 90 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

Representative McNamar moved approval of the minutes for February 5, 2013. THE MOTION PREVAILED.

The meeting was adjourned at 2:48 PM.
