MINUTES
Representative Melin, Vice-Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:18 p.m. on Tuesday April 9, 2013 in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Melin assumed the Chair at 2:18 pm. A quorum was present.
Rep. Cornish moved approval of the minutes from Wednesday, April 3, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Hilstrom moved that HF 80 (Hilstrom) be recommended to pass and re-referred to the Committee on Rules.
Rep. Hilstrom presented HF 80 (Hilstrom), assigned consumer debt default judgments regulated.
Rep. Hilstrom moved to amend HF 80 with the
H0080A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Joel Carlson, Minnesota Creditor's Rates Association, testified on HF80 as amended.
Rep. Hilstrom renewed her motion that HF 80, as amended, be recommended to pass and re-referred to the Committee on Rules. THE MOTION PREVAILED.
Rep. Hilstrom moved that HF 1160 (Hilstrom) be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Hilstrom moved to amend HF 1160 with the
H1160DE1-4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Hilstrom moved to amend HF 1160, as amended, with the
H1160A4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Hilstrom moved to amend HF 1160, as amended, with the
H1160A5 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Hilstrom presented HF 1160 (Hilstrom), as amended, the Omnibus Judiciary Finance and Policy Bill.
Rep. Drazkowski moved to amend HF 1160, as amended, with the
H1160A2 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.
Rep. Scott moved to amend HF 1160, as amended, with the
H1160A1 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.
Rep. Drazkowski moved to amend HF 1160, as amended, with the
H1160DE1-5 Amendment and requested a roll call.

There were six ayes and nine nays. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.
Public testimony was heard on HF 1160 (Hilstrom), as amended by Kelly Madden, a state public defender from the 4th Judicial District and Joel Carlson of the Minnesota Creditor's Rates Association.
Rep. Hilstrom renewed her motion that HF 1160 (Hilstrom), be recommended to pass, as amended, and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
