MINUTES

Rep. Hilstrom, chair of the Committee on Judiciary Finance and Policy, called the meeting to order at 2:22 p.m. on Wednesday March 12, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 2385 (Lesch), expert review certification time limits adjusted because of recent amendments to the Minnesota Rules of Civil Procedure.

A quorum was present at 2:24 p.m.

Rep. Lesch moved that HF 2385 (Lesch), expert review certification time limits adjusted because of recent amendments to the Minnesota Rules of Civil Procedure, be re-referred to the General Register.

Joel Carlson, Carlson Legal Affairs, testified in support of HF 2385 (Lesch).

Rep. Lesch moved to amend HF 2385 (Lesch) with an oral amendment, striking “against the defendant” in line 2.2 and line 2.31. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Lesch renewed his motion that HF 2385 (Lesch), as amended, expert review certification time limits adjusted because of recent amendments to the Minnesota Rules of Civil Procedure, be re-referred to the General Register. THE MOTION PREVAILED. THE BILL WAS RE-REFERRED AS AMENDED.

Rep. Hilstrom moved that HF 2141 (Rosenthal), probable cause arrests clarified for violations of protections, restraining, and no contact orders; and time limit removed for probable cause arrests for domestic abuse, be re-referred to the General Register.

Rep. Hilstrom moved to amend HF 2141 (Rosenthal) with the H2141A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom moved that HF 1335 (Rosenthal), collision requirements clarified, and terminology change made, be re-referred to the General Register.

Rep. Hilstrom moved to amend HF 1335 (Rosenthal) with the < ahref="/comm/minls88/H1335A2.htm">H1335A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Michael Harrison, registered lobbyist, testified against HF 1335 (Rosenthal), as amended.

Rep. Hilstrom renewed her motion that HF 1335 (Rosenthal), as amended, collision requirements clarified, and terminology change made, be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED. THE BILL WAS RE-REFERRED AS AMENDED.

Rep. Hortman moved approval of the minutes from Tuesday March 6, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
