MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:11 a.m. March 6, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

H.F. 88 (Dettmer) Rehabilitation presumption established through a person's honorable military service following a prior offense.

Rep. Cornish moved that H.F. 88, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

H.F. 411 (Hilstrom) Money used or intended for use to facilitate a prostitution or sex trafficking offense forfeiture provided for.

Rep. Hilstrom moved that H.F. 411 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

H.F. 1051 (Rosenthal) Crime victim rights and programs statutory provisions clarified.

Rep. Rosenthal moved that H.F. 1051 be recommended to pass and be re-referred to the Committee on Civil Law.

Testifying on behalf of H.F. 1051 were:

Rep. Rosenthal renewed his motion that H.F. 1051 be recommended to pass and be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.

H.F. 1214 (Mahoney) Motor vehicles regulated, scrap metal processing regulation amended, proof of ownership or hold period required for vehicles purchased for scrap, automated property system and criminal penalties created.

Chair Paymar moved that H.F. 1214 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy.

Chair Paymar and members welcomed visiting students from Great River School, Saint Paul. Thereafter, testimony continued on behalf of H.F. 1214 as follows:
