MINUTES
Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:31 January 28, 2013 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Newton moved that the minutes from the committee meeting on January 23, 2013, be approved. THE MOTION PREVAILED.
Chair Murphy continued discussion from the previous meeting on January 23, 2013, on what is needed to build a finance bill.
Chair Murphy introduced four common words from agencies in their Request for Information questionnaire:
Fair
Efficient
Balance
Transparent
Members had open discussion on what they believed the four common words meant when developing a budget bill.

Department of Administration: Curt Yoakum
Chair Murphy opened discussion up to members on other areas they have not covered that would be helpful when putting a bill together.

MN Department of Veterans Affairs: Mike McElhiney, Legislative Director
CAAP Board: Paul Mandell, Planner
Childrens Hope International: Jean Lee
Chair Murphy reviewed the response from agencies on what they expect from this committee.
Open dialogue among members on how the committee can develop a bill while meeting the needs set forth by the agencies.
Chair Murphy announced that the next meeting would be on Wednesday, January 30, 2013.
The meeting was adjourned at 1:49.
