MINUTES

Representative Jim Davnie, Chair of Property and Local Tax Division, called the meeting to order at 4 P.M. January 23, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members excused:

A quorum was present at 4:02 p.m.

Representative Runbeck presented the findings and recommendations from the Local Government Aid Study Group along with Pat Dalton from House Research.

Questions by committee members were answered by the presenters over the course of the presentation.

Representative Hertaus commented that the Local Government Aid system is too convoluted and corrupt due in large part to the Minnesota Miracle initiative.

Representative Marquart thanked Representative Runbeck for her work with the study group and supports their recommendations.

Representative Torkelson asked if Governor Dayton's budget proposal will be reviewed in the Property and Local Tax Division, and if changes to the Local Government Aid formula will originate there as well.

Chair Davnie confirmed that the governor's budget proposal will be reviewed in committee at the next meeting, and that Local Government Aid changes will be made in committee.

Chair Davnie opened the hearing up for public comments. No one came forward.

Representative Torkelson moved that the minutes from January 16, 2013, be approved. The motion prevailed and the minutes were adopted.

The meeting was adjourned at 4:36 P.M.
