MINUTES

Representative Ben Lien, Vice Chair of Property and Local Tax Division, called the meeting to order at 4:02 P.M. February 13, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 4:16 p.m.

Representative Nelson moved that the minutes from February 12, be approved. THE MOTIONED PREVAILED AND THE MINUTES WERE APPROVED.
Representative Nelson moved that HF 413 be laid over for possible inclusion in the Division Report.
Representative Dill presented HF 413 (Dill) Natural resource lands inflation adjustments to payments in lieu of taxes provided for, and money appropriated.
Pat Dalton, from House Research, gave a brief overview of Payment In Lieu of Taxes (PILT).
The following people testified on HF 413:
Rich Sve, Lake Commissioner
Kent Sulem, General Counsel, Minnesota Associations of Townships
Jill Hall, Clerk for the New Solum Township
John Ongaro, Director of Intergovernmental Relations for St. Louis County
Representative Nelson amended his earlier motion that HF 413 be laid over for possible inclusion in the Division Report and moved that HF 413 be recommended to pass and re referred to the Taxes Committee. THE MOTION PREVAILED.
Representative Davnie moved that HF 333 be recommended to pass.
Representative Davnie presented HF 333 (Davnie) Property tax refund program income definition modified.
HF 333 was laid over for possible inclusion.

The meeting was adjourned at 5:00 P.M.
