TRANSPORTATION POLICY COMMITTEE

MINUTES

Representative Erhardt, Chair of the Transportation Policy Committee called the meeting to order on Tuesday, March 18, 2014 at 2:21 PM in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Beard moved approval of the minutes of March 12th, 2014. THE MOTION PREVAILS.

Rep. Hornstein presented HF2858, Limousine regulation amended.

Rep. Hornstein moved to recommend that HF2858 be re-referred to the Committee on Commerce and Consumer Protection Finance.

Rep. Hornstein moved to amend HF2858 (see attached H2858A1). THE MOTION PREVAILS.

Rep. Hornstein moved to amend HF2858, “delete lines 3.7 through 3.14.” THE MOTION PREVAILS.

Rep. Hornstein renewed his motion that HF2858, as amended, be re-referred to the Committee on Commerce and Consumer Protection Finance. THE MOTION PREVAILS.

Chair Erhardt moved to recommend that HF2152 be re-referred to the Committee on Judiciary Finance and Policy.

Chair Erhardt moved to amend HF2152 (see attached A14-0862). THE MOTION PREVAILS.

Rep. McNamar presented HF2152, Traffic safety pretrial diversion program use by local units of government authorized.

Rep. McNamar presented HF 3058, Local units of government authorized to establish educational diversion programs for traffic offenses, uniform minimum standard development required, data classified, and money appropriated.

Chair Erhardt moved to recommend that HF3058 be re-referred to the Committee on Judiciary Finance and Policy.

Chair Erhardt moved to amend HF3058 (see attached H3058DE1). THE MOTION PREVAILS.

Chair Erhardt moved to amend H3058DE1 (see attached H3058D1). THE MOTION PREVAILS.

Chair Erhardt renewed his motion that HF3058, as amended, be re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILS.

Rep. Masin presented HF2835, Disability parking governing provisions modified.

Rep. Masin moved to recommend that HF2981 be re-referred to the Committee on Transportation Finance.

Rep. Masin moved to amend HF2981 (see attached H2981A2). THE MOTION PREVAILS.

Rep. Bernardy presented HF2981, Transportation Department transportation alternatives expenditure governing requirements amended.

Rep. Anzelc presented HF2708, Overweight permit expiration date required to be the same as for the vehicle's plate registration date.

Rep. Dorholt presented HF1846, Drivers' licenses placement of residence addresses and change fee eliminated, computerized records system established, Internet access authorized, and system access requirements specified.

Rep. Dorholt moved to amend HF1846 (see attached H1846A1). THE MOTION PREVAILS.

Chair Erhardt moved to amend HF2684 (see attached H2684A1). THE MOTION PREVAILS.

Chair Erhardt moved to recommend that HF2684 be referred, as amended, to the General Register. THE MOTION PREVAILS.

Rep. Newton presented HF2201, Motor carrier registration and identification governing provisions amended, and technical changes made.

Rep. Newton offered an oral amendment to HF2201, line 2.30, after “vehicle,” delete “immediately upon receipt” and insert “no earlier than Dec 1 of each year.”

Rep. Erhardt moved to amend HF2201 with Rep. Newton’s oral amendment (see attached). THE MOTION PREVAILS.
