Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:04 A.M. on Tuesday, April 2, 2013, in Room 5 of the State Office Building.

Rep. Holberg moved approval of the minutes of Wednesday, March 20, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Mahoney moved that HF316, First Engrossment be recommended to pass and be placed on the General Register.
Rep. Mahoney presented HF316, First Engrossment (Mahoney) Motor vehicle titling fee transactions amended.
Bill Marx, Fiscal Analyst, responded to questions regarding HF316, First Engrossment.
Rep. Mahoney renewed the motion that HF316, First Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF903, First Engrossment be recommended to pass and be placed on the General Register.
Rep. Persell presented HF903, First Engrossment (Persell) Beltrami County; veterans home established.
Chair Carlson moved to amend HF903, First Engrossment. (See attached amendment
H0903A6). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Michael Gallucci, Deputy Commissioner, Minnesota Department of Veterans Affairs, responded to questions regarding HF903, First Engrossment, as amended.
Bill Marx, Fiscal Analyst, responded to questions, regarding HF903, First Engrossment, as amended.
Chair Carlson renewed the motion that HF903, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF109, First Engrossment be recommended to pass and be placed on the General Register.
Chair Carlson moved to amend HF109, First Engrossment. (See attached amendment
H0109A3).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Ward presented HF109, First Engrossment, as amended (Ward) Brainerd; new veterans nursing home authorized.
Rep. Loon moved to amend, HF109, First Engrossment, as amended, (amending the previously adopted amendment H0109A3, as follows:
Page 1, line 3, delete "preliminary operating plan" and insert "priority project plan"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
