Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:08 A.M. on Wednesday, April 10, 2013, in Room 5 of the State Office Building.

Rep. Dettmer moved approval of the minutes of Tuesday, April 9, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Kahn moved that HF1389, First Engrossment, be recommended to pass and be placed on the General Register.
Rep. Kahn moved to amend HF1389, First Engrossment. (See attached amendment
H1389A4)
Bill Marx, Fiscal Analyst explained Amendment H1389A4.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Kahn presented HF1389, First Engrossment, as amended (Kahn) Finance and budget provisions changed, Office of MN.IT Services added to provisions and MN.IT provisions changed.
Michelle M Weber, Executive Budget Coordinator, Minnesota Management & Budget, responded to questions regarding HF1389, First Engrossment, as amended.
Rep. Kahn renewed the motion that HF1389, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
A discussion was held regarding the
CS-RES04-1 Budget Resolution adopted by the Ways and Means Committee on March 20, 2013.
Rep. Carlson moved to amend CS-RES04-1, Budget Resolution. (See attached Amendment
CS-RES04-A1).
Rep. Carlson and Rep. Hausman explained the proposed Amendment CS-RES04-A1.
Bill Marx responded to questions regarding the proposed Amendment CS-RES04-A1
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Marquart moved that HF1041 be recommended to pass and be placed on the General Register.
Rep. Marquart presented HF1041 (Marquart) Alternative attendance program adjustment clarified.
Rep. Marquart renewed the motion that HF1041 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Rep. Atkins moved that HF588, Fourth Engrossment, be recommended to pass and be placed on the General Register.
Rep. Atkins presented HF588, Fourth Engrossment (Atkins) Hospital staffing report required, and study on nurse staffing levels and patient outcomes required.
Diane C. Rydrych, Health Care P&D System Division Director, Minnesota Department of Health, responded to questions regarding HF588, Fourth Engrossment.
Mary Krinkie, Minnesota Hospital Association, responded to questions regarding HF588, Fourth Engrossment.
Sue Stout, Director of Government Affairs, Minnesota Nurses Association, responded to questions regarding HF588, Fourth Engrossment.
Rep. Atkins renewed the motion that HF588, Fourth Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
