MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 12:35 P.M. on Thursday, April 11, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Mullery moved approval of the minutes of Wednesday, April 10, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that HF866, First Engrossment, be recommended to pass and placed on the General Register.

Chair Carlson moved to amend HF866, First Engrossment. (See attached amendment H0866A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Freiberg presented HF866, First Engrossment, as amended (Freiberg) Procurement and solicitation process provisions changed, and nonvisual technology access standards provision changed, and contracts with private entity services provided for.

Kent Allin, Administrative Agency Division Director Sr., Minnesota Department of Administration, explained HF866, First Engrossment, as amended.

HF866, First Engrossment, as amended, was laid over.

Rep. Paymar moved that HF724, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Paymar moved to amend HF724, First Engrossment. (See attached amendment H0724A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved to amend HF724, First Engrossment, as amended. (See attached amendment H0724A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved to amend HF724, First Engrossment. (See attached amendment H0724A6).

Rep. Paymar incorporated an amendment to Amendment H0724A6. Bill Marx, Fiscal Analyst defined the amendment, as follows:

Page 1, after line 3, insert: "Adjust amounts accordingly"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Paymar presented HF724, First Engrossment, as amended (Paymar) Public Safety Omnibus Finance bill.

John Walz, Fiscal Analyst, responded to questions regarding HF724, First Engrossment, as amended.

Mary Ellison, Deputy Commissioner, Minnesota Department of Public Safety, responded to questions regarding HF724, First Engrossment, as amended.

Rep. Paymar renewed the motion that HF724, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Atkins moved that HF779, Third Engrossment, be recommended to pass and placed on the General Register.

Rep. Huntley moved to amend HF779, Third Engrossment (See attached amendment H0779A17). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Atkins moved to amend HF779, Third Engrossment, as amended. (See attached amendment H0779A18).

Rep. Atkins incorporated an oral amendment to Amendment H0779A18, as follows:

Page 2, delete lines 10 and 11

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Atkins presented HF779, Third Engrossment, as amended. (Atkins) Health plan market rules established, and designation of essential community providers modified.

Rep. Atkins renewed the motion that HF779, Third Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
